GitHub removed Node 20 from Actions runners on 2026-09-23. Upgrade active actions and replace archived Node 12 release actions with one SHA-pinned softprops release step that requires all seven packages. Verified with actionlint and a live action.yml runtime audit. Co-authored-by: Cursor <cursoragent@cursor.com>

GitHub is moving JavaScript actions to Node 24, while the release workflow also depended on archived Node 12 actions. The replacement keeps release assets and image compatibility intact while removing unsupported runtimes.
