TVs do not show the system download manager's notifications, so starting a download there gave no feedback at all once queued. The progress of the latest queued download is now polled and shown in an in-app snackbar until it finishes on TV. Phones keep the existing notification-based behavior. Also hides the "vibrate on download" toggle on TV, since leanback devices have no vibration motor to control. Related to LivingWithHippos#376

Two small fixes for #376. TVs do not show the system download manager's notifications, so starting a download there gave no feedback at all once queued. The progress of the latest queued download is now polled and shown in an in app snackbar until it finishes. Phones keep the existing notification based behavior.
Also hides the vibrate on download toggle on TV, since leanback devices have no vibration motor to control.
Validated on a real Google TV Streamer.
