chore: take over the host operations scripts and command reference from LyraCore - #65

LyraCore is opening to outside contributors. Its repository held production host tooling (the disk guard, the capture prune, the SpacetimeDB history prune and their systemd units) and the full CLI command reference. Contributors do not run either one, and the Realm operations that use them already live in this CLI.
This PR moves them here:
deploy/holds the scripts and units from LyraCoredeploy/, unchanged. The SpacetimeDB standalone unit stays in LyraCore, becauseProjectLayout::STANDALONE_UNITreads it from the core checkout..github/workflows/deploy-scripts.ymlruns the prune test on a fake data dir and the disk-policy unit tests. This job ran in LyraCore CI before.docs/commands.mdis the command reference that wasdocs/development-cli.mdin LyraCore. Links now point at absolute LyraCore URLs. The terrain Verification command gains--ignored, because that test is now ignored by default.The CLI binary does not change, so LyraCore's
.lyracore-cli-revstays where it is. Paired with LyraCore #638. Merge this one first.Follow-up: embed the standalone unit in the CLI so it stops reading the core checkout. That needs a pin bump.
