packages new can only copy Core's inert Rust example. It cannot start from the Reference Package ladder in the collection.

Fetch the collection tag matching the checkout's Package API and support --from for its five rungs, defaulting to example-script. Rename Package names, Rust identifiers and addon filenames. The Provenance Stamp retains the scaffold kind and records the rung and collection revision.

The copy contains source. Generated artifacts are omitted because renamed source needs a new Build Identity. Its own README links the original rung and explains how to build and apply the copy, including choosing distinct IDs before using copies together. Invalid artifact names fail before installation.

Part of LyraCoreProject/LyraCore#636, step 4.

Validation: 760 CLI tests, Clippy with warnings denied, MSRV cargo +1.85 check, and the CLI build passed. Changed Rust files pass formatting. Independent Standards and adversarial Spec reviews cleared the final diff after two fixes to scaffold instructions and artifact name limits. The actual CLI fetched all five rungs at api-v1, renamed and preflighted each copy, then built their Script Artifacts and local Package Delta against a synthetic Base Snapshot. Provenance, renamed artifact names, Build Identity sidecars and client addon paths passed checks.

Implemented with GPT-6 Astra in the Codex harness through T3 Code.
