feat(ontology): add Property and PropertyExpense schemas

Summary

Adds two proposed W3DS Ontology schemas for eVault-owned residential operations:

• Property — a home, building, or land record.
• PropertyExpense — an operating-cost record linked to a Property.

Why a new schema is needed

The existing Ledger schema is a finance-domain record and cannot retain Oriel's essential property relationship, supplier, lifecycle status, local business date, or minor-unit amount. Mapping those records to Ledger would discard meaning.

Ownership and integration plan

Both records require ownerEname. Their source of truth will be the owner or group eVault in the property domain; Oriel's D1 database will become a read projection only.

No application runtime mapping references these schema IDs yet. Oriel will wait until the Ontology service publishes them, resolves the published schema IDs again, and obtains a GitW3 platform identity before enabling eVault writes or migrating existing local data.
