Fix legacy eVault File dereference

Fixes the native /files/:metaEnvelopeId fast path for the documented legacy File-record ontology (a1b2c3d4-e5f6-7890-abcd-ef1234567890).

The route keeps eName-scoped lookup and HTTP(S)-only redirect validation, prefers publicUrl, and uses url only for that legacy ontology. This prevents valid shared recordings from falling back to the slower GraphQL metadata path.

Validated with focused Fastify injection tests (6 passing) and pnpm --filter evault-core build.
