The single frozen prospective default-control cohort did not meet its acceptance rule. Twelve balanced paired runs per case, one worker, 64 steps, unchanged runner/analysis, warm/observation features OFF:

Overall frozen analyzer exit 2 / blocked. Independent raw-data audit reconciles all 48 executions/24 pairs/3072 samples, source and binary identities. Each case requires median <= 0 and upper endpoint <= 0. Conditional pointwise interval coverage is 96.142578125%; this does not prove a causal slowdown or host stationarity. Historical +1.83% screening/+2.20% confirmation below remain unchanged and unresolved. Equal generated code/data/layout with explicit ELF exceptions does not establish whole-file identity or waive the failed performance gate. No cohort extension, pooling, outlier removal, new timing or criteria weakening is authorized.

Fresh exact-R1 bounded native qualification passed once: 35 Rust contracts, source-only CiBudget 5+5, native refusal gates 5+5, rational oracle tests 10+10, five declared specimen comparisons and actual-packet tests 26+26, zero failures/skips in those scopes. All 2202 tracked identities/five retained ELFs independently reconcile. Complete native child-startup environment was not captured; that limitation remains explicit. Earlier preliminary runs, failed/uncertain exits, diagnostic-versus-raw artifacts and historical performance evidence retain their original source attribution.

Exact-R1 CI is running; pending is not success. Supporting report/raw text archive and independent deliverable review are being finalized separately, preserving R1 as the original PR execution/CI head. Source review and frozen protocol. Lead no-merge instruction.

Owner disposition required: explicitly defer PR59/the optimization, or own a separately stated performance-risk/acceptance decision that preserves the failed frozen gate. No such disposition has been given. Passing correctness/native/CI, feature opt-in or construction evidence cannot clear this blocker. Repository cleanup, 2026-10-16: retargeted to main because the previous base feat/full-step-provider-api is already integrated. Keep this draft: its warm-start implementation is unique and its recorded default-path performance acceptance remains unresolved. The measurements below retain their original base and scope; current-main integration and fresh relevant qualification are still required before merge. At main bc2f472787060d9a69cb619ed2c2fea10fd754b6, GitHub reports CONFLICTING; an object-only merge check identifies src/liquid_step.rs. Resolving that conflict requires owner implementation work outside this cleanup, followed by qualification of the new exact head. No implementation, numerical gate or measured evidence was changed.

Acceptance status: implementation and numerical qualification are complete, but overall performance acceptance remains unresolved because of the default-path particle control below. The recorded scoped review recommendation is not overall acceptance, and opt-in warm initialization does not excuse harm to a default path. Keep this PR draft for review.

Accepted coupled-liquid steps currently restart native pressure from zero. This adds explicit AcceptedPreviousV1 initialization using the owner's existing accepted pressure array, with transactional provenance, operator/domain invalidation and cold defaults. Full residual/divergence gates, tolerances, iteration budgets and physical horizons are unchanged. Provider/fallback and unsupported routes remain cold; Session capability version is 3.

Stacked on #55 at 3525c979e16629b295a6865e3abbb2a36803cc93, targeting feat/full-step-provider-api. This is a numerical CPU change; no merge or deployment is requested.

Measured against that frozen base on a four-CPU cloud quota:

• 40 grid cases, 240 balanced triplets, 720 runs covering 16³/32³/64³/48×24×12 and 1/2/4 workers. Localized Jacobi median whole-step reductions: 8.46–15.08%; 64³ results: 9.24%, 11.99%, 9.09% by worker count.
• Hydrostatic steady reductions: 63.47–85.84%; changing-force reductions: 41.28–55.42%. These are workload-specific CPU results, not GPU/device or rendered-frame guarantees.
• All successful fixtures retain full horizons and unchanged array budgets. Saturated failures, a slower short switch pilot, and the rejected first candidate's lost horizons are retained without speedup claims.
• A separately frozen 228-run confirmation cohort completed. Controls do not establish equivalence: the 1000-particle default executable has median changes of +1.83% in screening and +2.20% in confirmation (7/12 adverse confirmation pairs; range −14.24% to +9.33%). This path never exercises warm initialization. It leaves an unresolved default-path runtime-regression risk; a warm-start opt-in does not mitigate it. Independent numerical review found no blocking source defect, but overall acceptance remains open.

Validation: release default/core/observation suites (373/366/383 passed), strict default/core/desktop/observation Clippy, formatting, 18 real-model contracts, Python executable regression (119 tests, 21 conditional skips), independent numerical/refinement/rollback oracles, and archive round-trip verification. The gauge-only restart correction is seeded-only; default cold recurrence and bitwise output remain the reference.
