Adds an additive Podman build and smoke verification workflow (.github/workflows/podman-smoke.yml) and PODMAN.md developer guide. Verifies standard OCI/Docker container image build with recursive submodules, GHCR base image access, ngen binary build info, embedded Python and submodule imports (EWTS, LSTM), and git provenance metadata.
