[TRTLLMINF-170][infra] apply scoped CI node placement policies - #21188
CPU generic tests need to avoid nodes whose region cannot mount the model scratch NFS export. Route CI Pod configurations through ciNodePolicy and pass logical pipeline/stage names so placement rules can be scoped without cordoning shared nodes. This integrates Build, BuildDockerImage, L0_MergeRequest, and the regular, retry, and direct Pod launch paths in L0_Test.
Dependency:shared-library draft MR !115 must land first. It owns the central hostname/label allow/exclude configuration and defaults to excluding region=ipp6/ipp9 only for CPU-Generic-x86-* and CPU-Generic-arm-*. The consumers continue loading the library through @main.
Move the inline CPU region exclusion introduced by PR #21098 into the shared-library policy, so the targeted CPU test stages keep avoiding ipp6/ipp9 through the centralized configuration. The obsolete builder restrictions have already been removed on main.
Test Coverage
Full shared-library Gradle suite after rebasing onto current main: 111 tests passed.
Rendered and parsed 29 Pod configurations from the four pipeline factories.
Checked 298 valid and 20 invalid configuration cases, including stage/cloud isolation, allow/exclude composition, and retry avoidance.
Exercised the actual L0_Test factory and runInKubernetes() paths with mocked Jenkins steps to verify rule application and duplicate-log suppression.
Repository pre-commit hooks passed using Python 3.12; all commits have DCO sign-off.
Live placement validation used the paired shared-library validation branch at 5665dfe and consumer commit a494e9f across all four Jenkins entry points:
Real Pods confirmed region allow/exclude scope, hostname allow/exclude composition, stage isolation, and CPU/GPU cloud isolation.
All 10 image-builder Pods preserved their builder/OS/architecture selectors and carried the hostname exclusion. Both SBSA wheel stages ran within the original 13-host allowlist.
CPU policy logs appeared once per stage; image-builder policy logs appeared once per agent/stage. Required PVC/NFS volumes mounted and containers executed.
The ARM test node had no region label and remained eligible under the configured NotIn semantics.
This validates placement configuration only. The selected x86 and SBSA test jobs subsequently completed SUCCESS. Docker build #325 was intentionally stopped after the required placement evidence was collected; full image-build success is not asserted. All validation jobs are now terminal. Temporary library references have been restored to @main in 764afed992.
Rebase validation on main bba275b1ab: 36 local Pod factory cases passed (18 with the default policy and 18 with the validation policy), including CPU region exclusion, unrelated CPU stage/GPU isolation, preserved affinity and selectors, allow/exclude composition, and duplicate-log suppression. Repository pre-commit and diff checks passed. This rebase did not rerun remote Jenkins CI.

Dev Engineer Review
The changes modify four Jenkins pipeline files. Build, BuildDockerImage, and L0_MergeRequest pass pipeline and stage context to ciNodePolicy. L0_Test applies the policy in Pod configuration and launch paths, including retry and image-sanity paths. It also removes the inline CPU region exclusion.
All four files load trtllm-jenkins-shared-lib@feature/ci-node-exclusions in the inspected diff. Confirm that this branch contains the required policy before merging. The supplied objectives report configuration checks, mocked launch-path tests, placement validation, selected successful test jobs, and rebase checks. These results are author-reported. The Docker image build was stopped after placement evidence was collected, and remote Jenkins CI was not rerun after the rebase. Full image-build success is not established. Independent review findings are unavailable.
QA Engineer Review
No test changes.
Per-File QA Perspective
jenkins/Build.groovy: Verify build and debug-build Pod launches pass the correct stage key. Confirm policy application preserves required Pod settings.
jenkins/BuildDockerImage.groovy: Verify image-builder and wheel-build Pods receive the correct stage context and placement selectors. Confirm the shared policy retains required node eligibility.
jenkins/L0_MergeRequest.groovy: Verify updated Pod call sites pass the correct stage name and preserve required Pod settings.
jenkins/L0_Test.groovy: Verify policy application in regular, retry, and direct launch paths. Check retry behavior and required Pod settings.
Jenkins pod configuration and launch paths now apply ciNodePolicy with pipeline and stage metadata. Build and merge request launch sites pass stage names. Test pod paths apply the policy before launch, and CPU pod affinity no longer excludes nodes in regions ipp6 and ipp9.
Changes
Jenkins Kubernetes pod policy integration
Layer / File(s)
Summary
Build pod policy integration jenkins/Build.groovy, jenkins/BuildDockerImage.groovy
Pod configuration functions apply ciNodePolicy with pipeline and stage metadata. Build launch paths pass stage keys. Both pipelines load the shared library from feature/ci-node-exclusions.
Merge request pod policy integration jenkins/L0_MergeRequest.groovy
The pod configuration function applies ciNodePolicy with pipeline and stage metadata. Release Check, Check Test List, coverage upload, result collection, and OSS Compliance calls pass stage names. The pipeline loads the shared library from feature/ci-node-exclusions.
Test pod policy application jenkins/L0_Test.groovy
Pod configuration and Kubernetes launch paths apply ciNodePolicy with stage metadata. CPU pod affinity no longer excludes nodes in regions ipp6 and ipp9 or includes the described affinity fragment. The pipeline loads the shared library from feature/ci-node-exclusions.
NVIDIA/TensorRT-LLM#21098: Adds the CPU region exclusion rule that this change moves into the shared-library policy.
Merge Risk: Moderate · up to e8311
The change routes CI pod placement through a shared-library policy, but the pipelines are still pinned to an unmerged feature branch. If merged as is, every build, merge-request and test run depends on a branch that can be deleted or rebased. The sanity-build pod may also get the wrong stage name for stage-scoped placement rules. Restore the @main references once the shared-library change lands, and pass the logical stage name to the policy before merging.

Pass the logical stage name to the placement policy, not the decorated display label.
runInKubernetes uses one stageName for both the Jenkins stage(...) label and the placement policy. The sanity-build caller passes the decorated label "[${toStageName(values[1], key)}] Build", so the policy receives that label as its stage. Stage-scoped placement rules keyed to the logical stage name can then fail to match this pod. Keep the decorated label for the Jenkins display. Pass the logical stage name as the policy stage, separately from the display name. Update runInKubernetes and its callers to accept both values. The retry path at line 7086 already passes the logical toStageName(values[1], key) to the policy, so this change aligns the two paths.

Load the shared library from @main.
This file now selects trtllm-jenkins-shared-lib@feature/ci-node-exclusions. The PR contract states that the shared-library policy lands first and consumers continue loading @main. Restore @main here and in jenkins/BuildDockerImage.groovy. Otherwise these jobs depend on an unmerged branch and can fail to resolve ciNodePolicy when that branch is unavailable or removed.

Switch the trtllm shared library to @main after MR !115 lands, and do not merge with the feature-branch pin.
Line 17 loads trtllm-jenkins-shared-lib@feature/ci-node-exclusions. The PR states that consumers keep loading the library through @main, and that !115 must land first. If the PR merges with this pin, every merge-request run depends on an unmerged branch. Deleting or rebasing that branch can break policy loading for all merge-request pipelines.
Apply the change only after !115 is on main. The new ciNodePolicy call depends on that library code. Changing the pin earlier can load a library version without the policy.

Restore the shared-library @main reference before merge.
This line pins trtllm-jenkins-shared-lib to feature/ci-node-exclusions. The stated integration contract requires consumers to use @main after the shared-library change lands. Keeping this ref makes every L0_Test run depend on an unpromoted branch that can diverge or disappear. (github.com)
