neon_utils.native_actions (from #568) imports NodeNativeAction and NativeActionErrorCode. Those enums first shipped in the neon-data-models 0.0.3a2 prerelease. With the current floor of >=0.0.2, pip resolves the 0.0.2 stable on a clean install and the module fails to import.

One-line change to requirements/requirements.txt. skill-launcher#54 and skill-messaging#28 already carry the same floor on their side.

neon_utils.native_actions imports NodeNativeAction and
NativeActionErrorCode, which first shipped in the 0.0.3a2 prerelease.
The 0.0.2 floor lets pip resolve the 0.0.2 stable, which does not have
them, so the module fails to import on a clean install.
