Add Anvil Docker package

What changed

• Added a root-level lowercase dockfile based on Foundry/Anvil v1.7.1.
• Added docker/NettedX-Anvil-Docker-v1.0.zip, containing dockfile, Compose configuration, fixed local test-chain settings, health checks, persistent state storage, PowerShell start/status/stop scripts, and a Chinese README.

Why

This gives the team a repeatable way to start the NettedX private chain at http://127.0.0.1:8545 with chain ID 31337, while preserving chain state between normal container restarts.

Validation

• Parsed compose.yaml successfully.
• Parsed all PowerShell scripts successfully.
• Verified all seven required ZIP entries and SHA-256 integrity.
• Verified the matching Anvil arguments locally, including restoring block 3 from the persisted state file.
• Docker-level build/run was not executed because Docker Desktop is not installed on the current machine.

Security note

The package uses Anvil's well-known public test mnemonic. It must only be used for local development and must never hold real assets or be exposed directly to the public internet.
