.Rbuildignore: keep internal directories out of the package tarball

• Adds an anchored .Rbuildignore pattern for CLAUDE.md, planning/, scripts/, data-raw/, dev/, logs/, .claude/, .lintr, CITATION.cff, data/ (gitignored working data, no datasets) and research/ (pre-emptive).
• Tarball 307 → 92 files (7.90 → 7.15 MB). Only DESCRIPTION NAMESPACE NEWS.md README.md LICENSE R man tests inst vignettes remain.
• R CMD check goes from 5 NOTEs to 2. Hidden files, portable file names and the non-standard CITATION.cff are gone; the 2 left predate this work and are filed as R CMD check: two standing NOTEs (unused sf import, .data/.env globals) #111.

Test plan

• R CMD build --no-build-vignettes --no-manual on clean before/after copies, verified with tar tzf (not by reading the file). A build from the real working tree, untracked and ignored files included, gives the identical listing.
• R CMD check --no-manual --ignore-vignettes on both tarballs: tests pass, 5 → 2 NOTEs (_R_CHECK_FORCE_SUGGESTS_=false, because Suggests aws.s3 and ecmwfr are not installed locally).
• tools:::inRbuildignore(): each pattern matches only its own top-level entry, and nothing under R/ man/ tests/ inst/ vignettes/ is touched.
• /code-check: 3 rounds, all Clean. They checked regex syntax, every consumer of the built package (system.file(), local::. installs in CI, pkgdown), and that nothing internal still ships.

Notes

• Patch release. No R code changes; only what ships changes.
• /gh-pr-merge's shipped-change gate builds its pathspec from .Rbuildignore. Over v0.5.6..HEAD it now reads the CLAUDE.md sync and the CITATION.cff bot commit as non-shipped; before this change it listed them.
