The local recipe built the assets and created the release, and the release-published workflow rebuilt and uploaded them again, which has failed with 'already exists' since v0.19.0. The workflow now runs on v* tag pushes, checks the tag against VERSION, tests, builds, and creates the release once; just release stops after pushing the tag. The release pipeline now runs in CI and is triggered by a tag push.
