What changed

• The language picker is now on in the shipped configuration.
• People can choose from ten languages. Their choice is kept between visits and sent with each question.
• Someone who has not chosen yet sees defaultLanguage, which is currently Hindi.
• ADR-0000 §6 now lists the picker as working, not switched off.
• One test line is removed. It checked that the shipped default was "off". That was a check of the config file, not of behaviour. The test still checks that a deployment's settings take effect.

Why

To let people use the app in their own language.

Worth knowing

• The chosen language is sent as both the question language and the answer language. If the DSS cannot answer in that language yet, the screens will be in the chosen language but answers may come back in English.

How it was verified

• npm test: 67 passed.
• npm run typecheck: clean.
• Pre-commit hooks ran: lint, typecheck, knip and tests.
• Not yet checked by hand in npm run dev.
