Description
This adds the ODE Governance Framework v1.0 (voted in on 19 Sep 2026) to the docs site, so people can see how ODE is governed and apply for a council seat.
The new pages sit under Community → Governance in the sidebar, and the Community page links to them. Member names are not listed; the pages only say which councils have seats available.
The form is a single static HTML file with no new dependencies. It works on phones and laptops.

Testing
pnpm run buildandpnpm run testpass. Checked the pages and the form at phone and laptop sizes; nothing scrolls sideways, and the form downloads the file and opens the email.Checklist
Related: OpenDataEnsemble/.github (GOVERNANCE.md) because the docs pages link to it.
