Project should always have a Workspace

When we create Project, we can optionally pass in Workspace
The Project's config (formerly repo) should directly reference the Workspace config
If there is no Workspace, the Project should generate its own config from defaults using the new util/config.ts
Aside from the Constructor I don't think the Project needs to know much about the Workspace? But we can keep a pointed
Workspace should have a helper function called loadProject. This just called Project.from and sets itself as the Workpace.
