sandbox: update to use the new provisioner API#978

Once the provisioner API supports sandboxes, the CLI must support them as well!

need to work out new provisioner rules with Lightning team

Probably need to update the provisioner mock

Probably need to support versioning

Support the new sandbox keys like parentid (colours probably get saved to .openfn keys).

Also need to support node positions (also .openfn)
