Use the current game as the first 1.0 release candidate. Mark candidates as GitHub prereleases so the update check keeps regular players on full releases. Refs #77 Release-As: 1.0.0-rc.1

Start the 1.0 release candidate cycle from v0.21.0. Release-please will open the release pull request for 1.0.0-rc.1 after this merges; later fixes advance the candidate number. Candidates are GitHub prereleases, so the game's update notice continues to show full releases only.
Document how to publish the final 1.0.0 release. Keep the Release-As line below in the squash commit.
Checked: 2,773 tests passed, one skipped; Zig formatting, file checks and JSON parsing passed. The v0.21.0 CI tests passed on Linux, Windows and macOS.
