Couples the labworkflow OWA version bump (obs form/path tracking moved from comment to formNamespaceAndPath - see openmrs-owa-labworkflow and openmrs-react-components PRs) with the one-time data migration that converts historical comment-encoded obs to formNamespaceAndPath, so the code change and data migration land in the same commit and stay in sync.
