Neither GitHub Pages nor raw.githubusercontent serves a directory listing, so the update-site address answered 404 for anyone who pasted it into a browser rather than into Eclipse. Publish an index.html alongside the metadata with the install steps. p2 clients request content.jar and artifacts.jar by name and ignore it.
