Purpose

Closes #11. The repository has no root licence (GitHub reports license: null), so the shared library, Steady Levels 1–2, the dynamic track, cases/ and scripts/ have no stated terms, and downstream users cannot reuse them. Only benchmarks/steady/level_3 (RestoreBench) is licensed today. This adds the MIT licence that the Power-Agent organisation's other repositories already use.

Changes and scope

• Adds LICENSE at the root: the MIT text copied verbatim from PowerMCP, "Copyright (c) 2025 Power Agent", which is also the text used by PowerFM and PowerWF.
• No other file changes. benchmarks/steady/level_3/LICENSE, NOTICE and dataset/LICENSE (RestoreBench: MIT code, CC BY 4.0 corpora) stay as they are and continue to govern Level 3.
• For the maintainers to confirm: whether every contributor of the dynamic track and cases/ agrees to MIT, and whether any third-party case data (e.g. cases/solar_wecc/psse) needs its own notice.

Validation

• Tested revision and Python version: not applicable (licence file only).
• Commands executed and results: diff LICENSE <(curl -s https://raw.githubusercontent.com/Power-Agent/PowerMCP/main/LICENSE) gives no differences.
• CI run and status: no code changed.
• Validation not performed and reason: no tests or benchmark runs, because no code, data or scoring changed.

Benchmark and compatibility impact

None. Scoring, inputs, outputs and dependencies are unchanged.
