Summary

Add an MCP tool for extracting compact transient-response metrics from PSS/E dynamic simulation output files.

What changed

  • Add a pure-Python analyzer for initial and final values, minimum and maximum values with timestamps, peak-to-peak excursion, and maximum deviation from the final value.
  • Calculate tolerance-based settling metrics with a configurable terminal settling window.
  • Expose analyze_dynamic_stability through the PSS/E MCP server using dyntools.CHNF.
  • Validate time-series alignment, finite numeric samples, channel selection, tolerance options, and duplicate channel IDs.
  • Add regression tests covering irregular time steps, late excursions, per-channel tolerance overrides, invalid inputs, and MCP tool behavior.

Engineering considerations

  • Tolerances are absolute and expressed in each channel's native units.
  • Settling metrics are descriptive; they do not replace study-specific transient-stability criteria.
  • The tool returns compact metrics instead of the full time-series data.
