Summary

Fixes the OpenDSS IEEE 13-bus compilation issue where a case-sensitive Redirect path can fail while leaving a partial circuit that is incorrectly reported as successfully loaded.

Changes

• Correct the IEEE 13-bus redirect filename casing.
• Validate circuit readiness after compilation.
• Reject explicit readiness errors and empty circuits when bus-count metadata is available.
• Reset cached circuit and solution state after compilation or validation failures.
• Add regression tests for failed compilation, empty circuits, valid 13-bus summaries, and stale cached state.

Testing
Regression tests have been added in tests/test_opendss_compile_validation.py.

Scope
This PR focuses on OpenDSS compilation correctness and preventing incomplete circuits from being reported as loaded.
