Prepare the public v1.40.0 release from main, including the merged vision sidecar (#206), portable handoff notes (#214), and explicit Haiku 5.5 selection and expanded regression coverage (#218).

Bump the default binary version, promote the changelog, and add version-specific release notes for the source release and public binary mirror. Haiku shorthand and automatic chat routing remain on Haiku 4.5 until verified.

Validation:

• Full Go suite with atomic coverage: passed; 85.2% overall statement coverage.
• go vet ./... and golangci-lint v1.64.8: passed.
• Release-stamped and default builds both report qmax-code v1.40.0.
• Ponytail review of release metadata and connected version/config/model paths: no findings.
• Secret scan and git diff --check: passed.

The pre-existing chzyer/readline startup/close race documented in #206 remains outside this release preparation change. The normal suite passes; this does not claim a clean full race-detector run.

Remote validation completed on 2ab1dda: GitHub CI and Go Tests passed, Codecov reports all modified coverable lines covered, and QualityMax reviewed all three files with zero findings (A/100).

QualityMax Pipeline completed NEUTRAL: 1,551/1,551 Go tests passed; generated-test summary is 51/56 with one issue, identical to the already-merged #206 head. This existing advisory result is recorded rather than represented as a fully green generated-test run.

Publish the tag from the merged commit and verify all six archives in the public releases repository.
