Close the Codex section before general ChatGPT guidance
This new level-2 heading remains active until the next ## heading at line 588, so the pre-existing sections about AdGuard with the ChatGPT Android app, general prompt workflow, and role prompting are now structurally grouped under “Codex用のカスタム指示.” In rendered outlines and section-based navigation, this incorrectly presents general ChatGPT guidance as Codex-specific content; add an equivalent-level boundary after the Codex code block or give those existing blocks their own heading.

Scope repository reading to the task
This global instruction requires Codex to inspect README, AGENTS.md, CONTRIBUTING, related documentation, existing tests, and GitHub Actions before every task, including a one-line typo fix. OpenAI's current Codex guidance specifically identifies mandatory stacks of documentation or full-repository mapping before every edit as excessive because it consumes context and slows work; make these checks conditional on which parts of the repository the task affects.

Do not repair unrelated validation failures
When the repository already has an unrelated failing test, lint check, or Action, these unconditional steps direct Codex to fix that problem and withhold the requested commit until it is resolved. That either expands a focused task into unrelated files or blocks delivery for a pre-existing/environmental failure; limit the repair requirement to failures caused by the requested change and require unrelated failures to be reported instead.
