0.15.0 removed `cavlc::VlcTables`, `cavlc::vlc_tables` and `cavlc::decode_residual_block_with`; none of them is referenced here, which was checked before the bump rather than after. 0.16.0 only adds (`deblock::filter_frame_rows_pre`, `deblock::intra_mb_bs`, `inter::avg_row_into`, a `census` feature) and is byte-identical on the 68-stream ffmpeg identity gate.
