Offer 1x, 2x and 3x internal resolution for every N64 title in both platform and title settings. Resolve saved or explicit higher scales to 3x at launch using the same shared policy. This removes 4x from the player menu without per-title limits; other systems and developer core diagnostics retain their choices.
Validation: Release build and
hub_core_settings,hub_picture,hub_titlepass. An actual hub launch requesting 4x records effective 3x in the N64 core log and exits cleanly after 2443 fields. No runtime submodule pin, netplay profile or menu layout changes.
