The common packager rejects existing X6 Voice Hooks assets solely because their declared patch payloads use .bin filenames. Accept only assets under a bundled package's assets directory that are declared as disc_user overlays with source and expected SHA-256 values, and verify the actual staged hash. Unlisted binaries, retail BIOS filenames and disc/save images remain rejected.
Validation: all 24 title-packager tests pass, including a valid hash-bound overlay asset, tampered payload rejection, unlisted mod binary rejection and existing forbidden-content/archive checks. Required to package the owner's existing X6 mod catalog without removing approved features. No runtime or codegen change.
