Update Hugo image render hook and video/screenshot shortcodes to strip leading slashes from local path inputs prior to applying relURL. This prevents Hugo from treating `/images/...` paths as host-root relative and guarantees proper prefixing with the baseURL subpath on GitHub Pages. Convert raw HTML video tags to native video shortcode.

Update render-image.html, video.html, and screenshotframe.html to strip leading slashes from local asset paths before applying relURL. This ensures Hugo properly prepends the baseURL subpath (e.g. /flexirule-docs/ or /flexirule/) to image, GIF, and video URLs on deployed GitHub Pages. Convert raw HTML video tags in content to the Hugo video shortcode.
