Summary

Lower the package minimum to Swift 6.1 and document compiler and platform requirements, including the Swift 6.2.3 minimum for generic Unix date strategies.
Expand CI to validate Swift 6.1, 6.2.3, and 6.4.1 in Debug and Release across macOS, Linux, and Windows.
Add platform guards and compatibility paths for URL and NSValue handling, and update benchmark toolchain selection.
