• Add evaluateIgnitionCountdown in src/lib/discipline/countdown-ignition.ts.
• Return countdown, action-window, and expired states from elapsed milliseconds.
• Expose remaining whole seconds and countdown progress. This PR does not connect the evaluator to a UI.
