Closes #640

Adds the Elo rating calculator for competitive accountability circles, including:

• Expected scores rounded to four decimal places.
• Dynamic K-factors for placement matches and elite members.
• Optional +2 bonus for winners with a pre-match streak of at least three.
• Five rank tiers and a minimum rating floor of 100.
• Typed interfaces and JSDoc documentation.

Adds 26 Vitest tests and integrates them into the existing npm test runner.

Validation:

• All 96 test suites passed.
• Elo module achieved 100% branch, statement, function, and line coverage.
• Typecheck, lint, and secret scan passed.
• No runtime dependencies added.
