This head cannot merge into dev because GitHub reports a merge conflict, and the required Language policy (English only) and Detect Flutter project checks have no current-head results. Please resolve the conflict and restore the required CI evidence.

Summary
Reverts the duplicate navigation layout experiment.
The follow-up Organizations screen will use the stable GitLab Groups API, because the GitLab Organizations API is experimental and not a dependable default for LabFox users.
