Add Brockville food directory with venue distance sorting - #13

Conversation
First Brockville dataset (11 resources, 8 organizations) built from public sources reviewed on 2026-10-08, following the Kingston scraped-first model: provider pages first, the FoodcoreLGL Sept-Dec 2026 Brockville meal calendar for the church meal rotation, southeasthealthline for food bank fees and access details. Source conflicts are preserved in evidence notes and REVIEW.md. Analytics and indexing stay disabled pending operator approval. Nothing here publishes or releases the deployment.

Adds an independent Brockville directory with 11 food-support listings across eight organizations. The deployment includes reviewed source evidence, dated church-meal schedules, documented conflicts, and provider-confirmation gaps. All records remain partially confirmed.
All eight venues now have exact civic-address matches from the City of Brockville GIS address layer, reused across the 11 listings. Each coordinate includes its own source URL and check date. These approximate address points make voluntary, in-memory distance sorting useful; they do not identify verified entrances.
Validation:
npm run check -- --site deployments/brockville: 76 unit/contract tests passed; 66 browser tests passed, with six intentional skips. Browser checks ran in a matching temporary source copy using a free fixture port because an existing preview occupied port 4173.b306fc9166ad20e3ca68732a57eaf2f96158c2d7e4ca7a6ab541011588aa8e11.The diff is limited to
deployments/brockville/. Analytics, public usage and indexing are disabled. Merging adds the reviewed source folder; a separate release must explicitly select Brockville and an exact revision. Hosting and DNS are not changed by this PR.
