Brockville: apply October 9 food bank and Salvation Army confirmations

Before: The Brockville and Area Food Bank listing tells people to leave a voicemail to book an appointment and says income documents may be required. The Salvation Army Kids Club hot meal is still listed even though the program has ended. Messy Church and the Helping Hands Good Food Box are not listed.

After: The food bank listing says no appointment is needed, lists the ID to bring (ID for everyone in the household plus mail showing the address), and says no proof of income is needed. Kids Club is closed, so it drops out of the public directory and its page returns 404. Messy Church and the Good Food Box are listed, with the facts the provider gave and the unknowns stated plainly. The Salvation Army food bank and sandwich program are marked provider-confirmed.

The source is two provider emails received 2026-10-09, one from the food bank's general manager and one from the Salvation Army Brockville Community & Family Services coordinator. Each email is recorded as a direct_confirmation evidence item. The correspondence itself stays out of the repository.

Decisions for review

1. The ended Kids Club listing uses service_condition: closed rather than publication_status: withdrawn.

3. The food bank verification is confirmed, although the once-a-month supply limit still comes from southeasthealthline only.

Privacy: staff names and the food bank general manager's direct line are not published.

Checks

• npm run check -- --site deployments/brockville passes build, both typechecks and all 78 Node unit and contract tests.
• Playwright couldn't run in this environment because browser binaries are missing, so the browser checks rely on CI.
• The built data/v1/resources.json contains 12 resources, and Kids Club is not among them.

This PR does not publish anything. Release is a separate, explicit release/brockville step after merge.
