Default modifiers are only supported for AmecsKeyMapping instances (i.e. only mods that specifically implement Amecs rather than retrofitted vanilla key mappings), and specifying defaults through shipping a preconfigured options.amecsapi.txt does not work either because Amecs will ignore them if the key itself has not been bound to anything (it won't be because Default Options overwrites the default binding rather than changing the binding).
This is a design limitation and cannot be reasonably fixed in Default Options.
