Disable overscroll bounce on fine-pointer devices

Summary

Stops the macOS rubber-band bounce on the marketing site and dashboard. This follows the Vercel dashboard approach:

@media (pointer: fine) {
  html, body { overscroll-behavior: none; }
}

The rule sits behind (pointer: fine), so touch devices are unaffected and pull-to-refresh still works on mobile.

• apps/marketing/src/styles/global.css: marketing site
• packages/react/src/styles/globals.css (inside @layer base): dashboard, shared by cloud, selfhost, local and desktop

Verification

• oxfmt --check on both changed files passes
• packages/app vite build succeeds, and the emitted CSS contains @media (pointer:fine){html,body{overscroll-behavior:none}}
• tests/console-fonts.test.ts and mcp-apps-shell theme-tokens.pin.test.ts pass (both read globals.css)
• Manual check on macOS trackpad not done (needs real hardware)
