While adapting covel-ai/covel-plugins (#2 there) and covel-worlds (#1 there) to 0.0.50, several pages here turned out to describe old behaviour. The three tests/third-party probe packages also failed pnpm validate:plugin because they still used inline locale maps.

• docs/reference/i18n.md said hook handlers have no locale. They do (ctx.locale, see hooks.md and packages/runtime/src/hooks/pipeline.ts), and char-creator already uses it with instructionLocaleFor.
• docs/reference/plugin-extensions.md named the contract examples/note-format@1, which is invalid now. It is examples.note-format@1.
• docs/reference/tools.md and ui-panels.md described the image prompt-generators with old fields. They now use schedule.manual.execution and agent.loop.completion.afterTools, and the pages note that the two image plugins cannot share a session (media.image-flow@1 admits one provider). The mimo-tts UI is listed as package-level.
• The create-plugin skill now gives story-note as the example's plugin ID.
• tests/third-party/{lifecycle-probe,clickable-map,service-provider-probe}: manifests and UI specs are English; the Chinese is in locales/zh.yaml with lock.json.

• pnpm check: the full command could not run in this container (Turbo's @covel/web#generate:routes fails with "Exec format error"). I ran its parts instead: check:manifests, check:plugins, check:changelog, check:prompts pass. check:scripts has 1 failure ("PostgreSQL test env reaches Turbo child"), and it fails the same way without this change.
• pnpm test:docs passes.
• pnpm --filter @covel/test-runtime test (81 tests) and pnpm test:plugin-lifecycle (5 tests) pass; they load the probe packages.
• pnpm validate:plugin passes for the three probes.

Not verified / 未验证: tests/e2e/clickable-map.acceptance.ts was not run; it checks text inside map.html, which is unchanged. The probes' select-option labels (Concise / Detailed) have no translation path and are now English only.
