Adds a built-in preset for the Upstate Mesh community broker (NY Capital District; feeds our live tools and is bridged on to Capital District Mesh / cdme.sh).

upstatemesh — wss://mqtt.upst8me.sh:443/mqtt, JWT (aud mqtt.upst8me.sh), Let's Encrypt Gen-Y ECDSA chain (YE1 → Root YE → X2) anchoring at ISRG Root X1, already bundled. MQTT_TOPIC_MESHCORE, retain on, keepalive 55 — same shape as gomesh / idahomesh. Bumps MQTT_PRESET_COUNT 37 → 38 and adds the row to the preset table in MQTT_IMPLEMENTATION.md.

The broker is michaelhart/meshcore-mqtt-broker (LetsMesh-compatible JWT, v1_<PUBKEY> username, uppercase IATA enforced). It's live now: our Heltec V3 observer reports to it through meshcoretomqtt token auth, and our setup docs point observer-firmware users at the equivalent custom slot (server wss://mqtt.upst8me.sh/mqtt, audience mqtt.upst8me.sh). This preset would turn that into one set mqttN.preset upstatemesh.

Per #55 the table has to match on both channels — happy to open the observer-firmware twin (or have you land it the way you did #56/#57), whichever you prefer. I don't have PlatformIO set up here, so I haven't run test_mqtt_presets or a board build; the change is a single table row plus the count.

Upstate Mesh (NY Capital District) broker: wss://mqtt.upst8me.sh:443/mqtt,
JWT with audience mqtt.upst8me.sh. Let's Encrypt Gen-Y ECDSA chain anchors
at ISRG Root X1. Bumps MQTT_PRESET_COUNT 37 -> 38.

Thanks! Your preset is landing in #71 (dev) and #72 (production), with your commit authorship kept, together with sacmesh so both ship in one release. Closing this in favor of those.
