Wire existing SoftGreenPool::create past MAX_GREEN_CTX slots into make red-team as [redteam] attack=greenctx-exhausted result=refused. Four tiny in-budget creates admit; fifth Exhausts. Contrast after 70/30 stays Overcommit (sibling needle). Not greenctx-overcommit SM/WQ / SoftNoI Exhausted / HW MIG / BAR0 / SoftNPU. Makefile CI grep + BLAST/DILIGENCE one honest row.
