Fold existing SoftCCT incorrect_elide / should_elide cross-chiplet honesty into make red-team as [redteam] attack=softcct-incorrect-elision result=refused. Diligence [softcct] incorrect-elision=refused sibling. Not UCIe latency / qos-credits / softcct-credit-exhausted.
