As a User I would like to have a list of possible filter elements available when creating webhook filters. In the current implementation this would be a list of events. (relates to #13068)

Hi @DaanHoogland ,

This PR adds event auto-suggestion support in the webhook filter tab UI.

I have tested:

• Event suggestions display correctly while typing
• Existing webhook filter functionality remains unchanged
• UI builds successfully

Could someone please review this #13227 PR when convenient?
