Cordova documentation website (Apache redirects).

Motivation and Context

The latest-version link on archived German documentation points to /docs/de/latest/, which returns a 404 because current documentation is only available in English.

Fixes #1533.

Description

Add a permanent redirect from non-English /docs/<language>/latest URLs to /docs/en/latest, preserving the optional page path. Exclude English URLs to prevent redirect loops. The rule supports regional language codes such as zh-tw and leaves archived translations accessible.

Testing

• Passed 10 direct rule-matching checks covering German and regional-language URLs, roots with and without trailing slashes, nested paths, English loop prevention, archived/versioned URLs, and unrelated version names.
• git diff --check passed.
• npm test was attempted but failed due to the locally installed ESLint 8 package not exporting eslint/config.
• Full Jekyll build and Apache integration testing were not completed: required Ruby gems are missing and the sandbox blocks local server sockets.
