docs built with `./gradlew asciidoctor` from apache/fineract@6da8a98 change made with `fineract-site docs` Also point the /docs/stable alias (and /docs/current, which redirects to it) at 1.16.0 in .htaccess.
docs built with `./gradlew asciidoctor` from apache/fineract@f1723d7 change made with `fineract-site docs` Point the /docs/develop alias at 1.17.0-SNAPSHOT and the commented-out /docs/rc candidate at 1.17.0 in .htaccess. Renames docs/1.16.0-SNAPSHOT to docs/1.17.0-SNAPSHOT rather than keeping both, as in 3c4e0c1.

Publishes the 1.16.0 release docs and moves the develop docs to 1.17.0-SNAPSHOT.
docs/1.16.0-SNAPSHOT/ is renamed to docs/1.17.0-SNAPSHOT/ rather than kept alongside it, as in 3c4e0c1.
