CI on main failed at startup (run 37769931041) because ASF allowlists dtolnay/rust-toolchain only at a pinned commit. This pins it. The Java and Rust build steps pass locally on main.

ASF allowlists dtolnay/rust-toolchain only at a pinned commit, so the
@stable tag was refused and CI failed at startup.

it's best to not use dtolnay actions. please follow the approach from apache/iggy, see https://github.com/apache/iggy/blob/master/.github/actions/utils/setup-rust-with-cache/action.yml

Drops the dtolnay action and installs the pinned toolchain with rustup, as apache/iggy does.
Pinned to 1.99.1 with rustfmt and clippy, matching apache/iggy.

Switched to the apache/iggy approach: no dtolnay action, the toolchain is pinned in kafka-clients/rust-demo/rust-toolchain.toml (1.99.1, rustfmt and clippy) and installed with rustup show, with Swatinem/rust-cache kept. setup-rust-with-cache has since been renamed setup-rust in apache/iggy; this follows the same steps.
