Download page requirements are obfuscated

Every project is supposed to have a download page for releases, but this requirement is hidden:

• https://www.apache.org/legal/release-policy.html#release-announcements
• Missing from the required links for branding - https://www.apache.org/foundation/marks/pmcs#navigation
• And NOT part of the site checks in Whimsy - https://whimsy.apache.org/site/

I found this because I was exploring a particular PMC's process.

It's possible that the whimsy site scan data is missing download pages for some projects. Also, several of the projects listed do not make releases - attic, comdev, gump, and whimsy.

Whatever documentation is added to the main site it should reference: https://infra.apache.org/release-download-pages.html

Actually it is mentioned in https://www.apache.org/legal/release-policy.html#publication -> so I am not sure if more is needed.
