fix(ci): tarball smoke runs migrate sandbox - #166

Since 0.44.0, plain `apso migrate` is the guided flow and needs a deployed baseline, so the release's tarball smoke failed and skipped the GitHub release tarballs and the Homebrew formula for 0.44.0 and 0.45.0.

The release workflow's tarball smoke ran
apso migrate, which since 0.44.0 is the guided flow and fails without a deployed baseline. The step failed after the npm publish, so the GitHub release tarballs and the Homebrew formula were never updated for 0.44.0 or 0.45.0. The script's own comment says it means the PGlite sandbox, nowapso migrate sandbox.Tested:
apso migrate sandboxontest/fixtures/inventory-multi-fk.apsorcgenerates and tests 29 statements and exits 0. Merging releases 0.45.1 with tarballs and the Homebrew update.
