Fix the malformed rules_apple repository URL in the maintainer guide’s issue triage instructions. Replace github.com.bazelbuild with github.com/bazelbuild so the link points to the intended repository.
Validation: confirmed the corrected URL returns HTTP 200; git diff --check passes. Documentation-only change; no runtime tests needed.
