Description of changes:

• New form stamp conditionally add to a CORP document based on the document type when the business filer updates the document record
• Configuration for the stamp and types is in a new env var DOC_FORM_STAMP_CONFIG.

Description of changes:

• When representing UTC as a local time zone always compute as UTC - 7: always PDT. For the DRS API this is low impact as there are no reports. API responses are formatted as UTC with zero time zone offset (+00:00).

Also minor update to make the BCMail transfer job more robust - SFTP sessions dropped.
