Step1 reused topup's amount-step, showing "Monto a recargar" and a 5,000 COP min hardcoded around the bancolombia/nequi swap. Any other destination bank in step2 requires 10,000 COP, so amounts 5,000-9,999 passed step1 but failed step2 with "no hay tasas disponibles". Adds a dedicated label/min-amount for the send flow and raises the validated minimum to 10,000 COP, matching the real floor for the banks most users pick. Refs BQE-2646
